My Story

WALLENE BULLARD, PHARM.D, BCPS
Dr. Wallene Bullard is an award-winning, Board Certified Pharmacist Specialist and Healthcare Consultant. Dr. Bullard possesses over twenty years of pharmacy practice experience. Dr. Bullard professional career path has been both conventional and cutting edge spanning across almost every area of pharmacy practice. She has worked as a subject matter expert (SME) in various areas of practice such as pharmaceutical care, government pharmacy programs, population health, project management, healthcare policy as well as academia and program development. Dr. Bullard completed her ASHP PGY1 pharmacy practice residency at Arrowhead Regional Medical Center in San Bernardino, CA with a focus in ambulatory care and holds a pharmacist license in four jurisdictions – California, Nevada, Maryland and the District of Columbia.
Dr. Bullard currently serves as an Associate Director, Medical Science Liaison with Sandoz, Inc. Her role focuses on biosimilar education in oncology and immunology therapeutic areas. She is a national healthcare consultant and co-founder of Medication Information Means Empowerment (MIME, LLC) a minority, woman-owned boutique health & wellness management company in Maryland. Previously she worked as a Pharmacy Strategist/Senior Consultant with Booz Allen Hamilton leading projects focused on Medicare Part D. Prior to Booz Allen, Dr. Bullard was the PBM Account Manager for Xerox State Healthcare Solutions (now Conduent) managing DC Medicaid fee-for-service pharmacy programs. Additionally while at Xerox, she was the PBM Clinical Pharmacy Manager for the Maryland Medicaid program and the Dept. of Labor worker’s compensation program.
In the academic arena, Dr. Bullard currently serves as adjunct faculty at Howard University College of Pharmacy, her alma mater. Previously, she worked fulltime for the College of Pharmacy as an Assistant Professor and established the first ambulatory care pharmacy practice rotation for students at Howard University Hospital family practice clinic and served as an attending for the family practice medical residency program as well. Dr. Bullard has practiced in a variety of other pharmacy settings including hospital, clinical acute care, community and retail pharmacy management, and long-term care. Dr. Bullard completed training and national certification as a Certified Health Technology Specialist - Clinical Practitioner (CHTS-CP) under funding from the Office of National Coordinator for Health Information Technology.
As a healthcare consultant, Dr. Bullard has supported clients such as the Delmarva Foundation Quality Improvement Organization (QIO), Quality of Life independent compounding pharmacy, Healing Our Village, Inc, Healthy Encores, and other organizations. Dr. Bullard has participated as a national panel expert, with previous committees to the Agency for Healthcare Research and Quality (AHRQ), National Quality Forum (NQF) Technical Advisory Panel for Drug Management Quality and the Pharmacy Quality Alliance (PQA) Workgroups. Dr. Bullard is published in peer reviewed journals and has contributed as a healthcare expert in various media outlets including The Washington Post, Greater Washington Urban League, Infinity Radio in Washington, DC (95.5 FM and Heaven 1580 AM), WHUR-FM 96.3, Fox 5 DC News, Retirement Living television (Baltimore), and other cable outlets. Dr. Bullard has presented numerous seminars and health programs to professionals and communities at-large, both nationally and internationally. Dr. Bullard has had the privilege to work as a pharmacist expert in the Caribbean, Nigeria and Ethiopia. Dr. Bullard serves as the immediate past president of the HU Pharmacy Alumni Association.
Dr. Bullard has been recognized for her service and dedication to the profession of pharmacy. She is the recipient of the 2014 Bowl of Hygeia award, from the American Pharmacists Association Foundation, one of the highest honor in the pharmacy profession for service to the community and profession. She also received honors as 2014 Howard University College of Pharmacy Legacy Award, 2012 Howard University Pharmacy Alumni Association Distinguished Alumni honoree, 2004 Health System Practitioner Award by the National Pharmaceutical Assn, 2003 Distinguished Young Pharmacist by the DC Pharmaceutical Association and California Women’s Health Leadership Peer Leader.
